The Line: Does It Matter If Lawmakers Don’t Use Official Email Accounts?

March 18, 2016 – The Associated Press reported this week that lawmakers are apparently not using official email to conduct state business, but are instead focusing on meetings and phone calls. Does it matter to the public if there’s no written record of how deals were struck before proposals reach the floor of the legislature?
