2016 Legislative Session Coverage, State of the State address

NEW MEXICO IN FOCUS begins its coverage of the 2016 legislative session by looking at the capital outlay process. Correspondent Gwyneth Doland takes viewers to the Roundhouse to hear why many say the current system for allocating funds to projects across the state is not effective.
