Not captured in that figure are what individual lobbyists are spending daily on meals and other expenses for state lawmakers during the session.<\/p>\n<p>In fact, from 2011 through 2014, 36 nonprofit and faith groups, trade associations, oil companies, unions and businesses shared their largesse to the tune of more than $379,000, a New Mexico In Depth analysis of lobbyist spending indicates. That\u2019s in addition to the $1.6 million spent by individual lobbyists, as reported by New Mexico In Depth last week.<\/p>\n<p>Here is the organization spending from 2011 through 2014:<\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/cf.datawrapper.de\/qy6wA\/1\/\" width=\"100%\" height=\"935\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>When groups or lobbyists spend more than $500 at one time on elected officials, they\u2019re required to file a report with the Secretary of State within 48 hours.<\/p>\n<p>The New Mexico Secretary of State only provides reporting totals for such events, with spending details contained in a PDF format online. New Mexico In Depth downloaded web pages and parsed out the details, comparing 48-hour expenditures filed through Monday, Feb. 9, to the Legislature\u2019s social calendar.<\/p>\n<p>Among those reporting recent wining and dining:<\/p>\n<p>\u2022 Lobbyist Scott Smart reported spending $7,825 on Jan. 21 for an Eastern New Mexico University reception at the Inn and Spa at Loretto.<\/p>\n<p>\u2022 Presbyterian Health Plan spent $12,257 for a lawmaker dinner at La Posada de Santa Fe on Jan. 21.<\/p>\n<p>\u2022 Comcast lobbyist John Christopher spent $10,010 for a Jan. 26 dinner at Restaurant Martin.<\/p>\n<p>\u2022 Lobbyist Randy Traynor spent $6,962 for a Jan. 27 New Mexico Automotive Dealers Association reception at the Inn and Spa at Loretto.<\/p>\n<p>\u2022 The National Education Association spent $1,148 for a reception at Drury Plaza Hotel on Jan. 28.<\/p>\n<p>\u2022 Ricardo Rel spent $3,100 on a New Mexico State University alumni chapter reception at the Eldorado Hotel &amp; Spa on Jan. 30.<\/p>\n<p>\u2022 Lobbyist Kent Cravens spent $798 on Jan. 27 for a dinner with House Speaker Don Tripp, some members of the House Energy, Environment and Natural Resources Committee and his client, Yates Petroleum. That private event wasn\u2019t on the social calendar.<\/p>\n<p>\u2022 Leo Baca, who represents Century Link, and Varney Brandt, who represents Xcel Energy, each spent $4,615 to co-sponsor the Feb. 3 Friends of the Legislature dinner at the La Fonda.<\/p>\n<p>\u2022 Nancy King spent $2,442 on a Feb. 5 dinner at La Fonda sponsored by client Louisiana Energy Services and Uranium Enrichment. That dinner wasn&#8217;t on the social calendar.<\/p>\n<p>\u2022 David Roddy of the New Mexico Primary Care Association spent $1,744 on teddy bears delivered to lawmakers and staff on Feb. 5.<\/p>\n<p>\u2022 The New Mexico Federation of Labor spent $5,668 on a Feb. 4 reception at the Inn &amp; Spa at Loretta.<\/p>\n<p>\u2022 The New Mexico Association of Commerce and Industry spent $5,500 on a business day event Feb. 3.<\/p>\n<p>The Association of Commerce and Industry\u2019s report appears to be the first the group has ever filed. Originally, a spokesman for the group told New Mexico In Depth the association didn\u2019t have to file because few lawmakers attended and it wasn\u2019t a lobbying event. But the group decided to file in the interest of transparency, he later said.<\/p>\n<p>Others with events on the calendar haven\u2019t or don\u2019t file reports.<\/p>\n<p>The New Mexico Conference of Catholic Bishops held its annual breakfast for lawmakers on the second day of the session. But a local church offered the venue rent-free and parishioners donated the food, said conference Executive Director Allen Sanchez, who is registered as a lobbyist.<\/p>\n<p>\u201cThere really isn\u2019t an expense,\u201d Sanchez said.<\/p>\n<p>The New Mexico Association of Counties held a reception and dance on Jan. 21 and a breakfast on Jan. 22.<\/p>\n<p>But few lawmakers attended, so the group didn\u2019t reach the $500 limit, said Susan Mayes, executive services manager for the group. She said the costs will be listed on a regular report due in May.<\/p>\n<p>\u201cWe usually don\u2019t hit that $500 mark because we don\u2019t get that many who come to one particular event,\u201d Mayes said.<\/p>\n<p>A Jan. 27 breakfast sponsored by private subcontractors that do work for Los Alamos National Laboratory also didn\u2019t attract enough lawmakers to break the $500 threshold, a spokesman for the group said.<\/p>\n<p>The Secretary of State website also shows a variety of spending throughout the year.<\/p>\n<p>For instance, the University of New Mexico spent more than $14,000 on entertainment and meals from July through December 2014. Many of the meals were for interim legislative committees. UNM is the top spender on the list of business and organizations.<\/p>\n<p>The New Mexico Golf Tourism Alliance annually offers golf passes to lawmakers and other elected officials at a total value of $28,500 each year.<\/p>\n<p>The Baptist Convention of New Mexico reported spending $6,996 on Jan. 31, 2014, but the report wasn\u2019t filed in the 48-hour period as mandated by law but several months later, in May. Joy Pittman, an administrative assistant with the group, said she wasn\u2019t familiar with the $500 filing requirement.<\/p>\n<p>\u201cThat\u2019s news to me,\u201d Pittman said. \u201cWe\u2019ve always done it on the May 1 deadline.&#8221;<\/p>\n<p>There is no guarantee that the Secretary of State\u2019s site captures all the receptions, dinners and events lobbyists are paying for during the session through the 48-hour rule.<\/p>\n<p>Lobbyists may be dividing expenses for social events to avoid spending $500 or more and triggering the 48-hour reporting requirement, said Ken Ortiz, a spokesman for the Secretary of State\u2019s office.<\/p>\n<p>\u201cThey spread the costs and get multiple lobbyists to contribute to the event,\u201d he said.<\/p>\n<p>Fish, NMID\u2019s data journalist, can be reached at fish@nmindepth.com or on Twitter @fishnette.<\/p>\n<p><strong>People, Power and Democracy<br \/>\n<\/strong><em>A reporting partnership between New Mexico PBS, KUNM and New Mexico In Depth<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Sandra Fish New Mexico In Depth The New Mexico Legislature\u2019s social calendar this year is packed with breakfasts, dinners, receptions and more.
