{"id":4911,"date":"2015-02-06T20:05:23","date_gmt":"2015-02-07T03:05:23","guid":{"rendered":"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/?p=4911"},"modified":"2020-06-02T10:25:47","modified_gmt":"2020-06-02T17:25:47","slug":"legislature-2015-storefront-lending","status":"publish","type":"post","link":"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/legislature-2015-storefront-lending\/","title":{"rendered":"Legislature 2015 &#8211; Storefront Lending"},"content":{"rendered":"<h6>This week,<em> New Mexico in Focus<\/em> correspondent Gwyneth Doland reported on legislation that would cap interest rates for some types of short-term lending, such as title loans, at 36 percent.<\/h6>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" title=\"Episode 830 | Storefront Lending\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/7a4lKejSnmY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<h6 class=\"node-title\">Gwyneth Doland also reported on the committee hearing Wednesday for our media partner KUNM: \u00a0<a href=\"http:\/\/kunm.org\/post\/payday-loan-cap-hold-despite-prayers\">Payday Loan Cap On Hold Despite Prayers<\/a><\/h6>\n<p>Despite the vocal support of a group of religious leaders, a legislative panel decided on a party-line vote Wednesday to set aside two proposals (<a href=\"http:\/\/www.nmlegis.gov\/lcs\/legislation.aspx?Chamber=H&amp;LegType=B&amp;LegNo=24&amp;year=15\">HB 24<\/a> and <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legislation.aspx?Chamber=H&amp;LegType=B&amp;LegNo=36&amp;year=15\">HB36<\/a>) that would have limited interest rates on short-term loans.<\/p>\n<p>Alamogordo Republican <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legislator_details.aspx?SPONCODE=HHERY\">Yvette Herrell<\/a>, chair of the House <a href=\"http:\/\/www.nmlegis.gov\/lcs\/committee_display.aspx?CommitteeCode=HRPAC\">Regulatory and Public Affairs Committee<\/a>, said she wanted to wait to see what the lending industry proposes before moving forward.<\/p>\n<p>Lobbyists and other representatives of the industry that limiting the amount of interest they can charge on car title loans, installment loans and tax-return-anticipation loans would put them out of business\u2026 kill local jobs\u2026 and give their customers nowhere else to turn.<\/p>\n<p>But faith leaders told that high interest rates take unfair advantage of the most vulnerable, trapping them in a cycle of poverty.<\/p>\n<p>Many religious groups will help people who are in crisis and in need of short-term help with bills and emergencies, said Allen Sanchez of the New Mexico Conference of Catholic Bishops. He specifically mentioned the <a href=\"https:\/\/svdpnm.com\/?page_id=39\">Society of St. Vincent de Paul<\/a>, a group of Catholic parishioners who help those in need, sometimes with cash assistance.<\/p>\n<p>\u201cIf you need $350 bucks to fill that propane tank with gas, that\u2019s where you go,\u201d Allen told committee members. \u201cIf you have an electric bill you can talk to the electric company and if that\u2019s not working you can go to Catholic Charities,\u201d he said.<\/p>\n<p>In a press conference held shortly before the committee meeting, House Minority Leader Brian Egolf included the lending reforms as part of a package of economic initiatives put forward by Democrats and described lending at unusually high interest rates as \u201cimmoral.\u201d<\/p>\n<p>That theme was echoed by representatives of various faiths who packed the committee chambers.\u00a0\u201cPredatory usury has plagued humankind since biblical times,\u201d the <a href=\"http:\/\/www.iwj.org\/locations\/new-mexico\">Rev.
