A knock on the door from a Lincoln County Sheriff\u2019s Deputy woke her.<\/p>\n\n\n\n<p>\u201cThe officers came, they told me, \u2018You\u2019ve got to get out, it\u2019s bad, it\u2019s bad,\u2019\u201d she recounted near the twisted wreckage of her home in Gavilan trailer park, her 3-year-old son Noah on her hip, and his five-month-old brother burbling in his car seat.<\/p>\n\n\n\n<p>She followed their warnings, grabbed the dogs and picked up her children from daycare. She returned and watched from higher ground as the Rio Ruidoso broke its banks, filming as it swept up her neighbors\u2019 homes and cars. Some of her neighbors needed further rescue. (Danielle Prokop\/ Source NM)<\/figcaption><\/figure>\n<\/figure>\n\n\n\n<p>The deadly flooding had displaced at least 300 people as of Thursday afternoon, according to Ruidoso Mayor Lynn Crawford.<\/p>\n\n\n\n<p>Gov. Michelle Lujan Grisham also on Thursday announced President Donald Trump approved an emergency declaration, freeing up some funds, but a full disaster declaration has not yet occurred, and the city does not have authorization for funds to pay for shelter, food and other necessities. The declaration covers Chaves, Lincoln, Otero and Valencia counties.<\/p>\n\n\n\n<p>\u201cWe\u2019re grateful that this approval will unlock funding needed for immediate disaster response,\u201d the state\u2019s congressional delegation said in a statement, \u201cand we will continue to push President Trump to grant the state\u2019s Major Disaster Declaration request to make sure that all New Mexicans impacted by this disaster are provided with the federal support necessary to rebuild.\u201d<\/p>\n\n\n\n<p>Crawford told Source NM he\u2019s coordinating with the state for now: \u201cWe\u2019re trying to find the money to try and find them hotels.\u201d<\/p>\n\n\n\n<p>On Thursday, much of officials\u2019 focus remained on preparing for more flooding, with rains forecasted for Friday. Water service remained out for several neighborhoods, but power has been restored to much of the town. More than 600 people were without power during the floods, according to a PNM spokesman, and the utility lost 38 poles and more than 4,500 feet of lines. Neighbors joined on front loaders or picked through the wreckage.<\/p>\n\n\n\n<p>\u201cI\u2019d rather lose my house, rather than our lives,\u201d said Rhiannon Sanchez, 25, who lived next door. She had been at a doctor\u2019s appointment with her children on Tuesday. Now, a power pole jutted through the living room of the lilac trailer. Neighbors\u2019 homes, marked with mud nearly to the rooftops, were sheared open, piled haphazardly on top of cars. Children\u2019s toys, a painter\u2019s kit, knitted blankets stripped into the black silt.<\/p>\n\n\n\n<p>The cleanup poses its own dangers.<\/p>\n\n\n\n<p>\u201cThe flood waters may have receded but there still may be hazards,\u201d said Chelsea Eastman Langer, bureau chief for the Environmental Health Epidemiology Bureau at the New Mexico Department of Health.<\/p>\n\n\n\n<p>\u201cEssentially, the flood waters usually have chemicals and debris, and if left standing in homes, will cause mold,\u201d she said in a statement. \u201cPrivate wells can also be severely damaged in floods, and well water should be tested after floods.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2025\/07\/Playing-near-home-after-Ruidoso-flood-1024x576.jpg\" alt=\"Two young children stand outside a damaged building with debris and a fallen utility pole nearby. Her sister Miya Otero carried out a bookcase.
