He was very close to his siblings, those who knew him said, and a close friend to many kids in foster care.<\/p>\n\n\n\n<p>\u201cHe was always building us up, like helping us all,\u201d said Jacie, a friend of Jaydun\u2019s who lived with him for months in the Albuquerque office building of the New Mexico Children, Youth and Families Department, where case workers have often housed kids who don\u2019t have foster homes available to them.<\/p>\n\n\n\n<p>\u201cHearing that he\u2019s gone, it just like broke us, and it took a piece out of us,\u201d she said. Jaydun and Jacie both belonged to a tight-knit group of foster youth \u2014 teens who had spent much of their lives in foster care and had spent years held in group facilities. Jaydun loved to draw and was an athletic kid who loved basketball, especially the Los Angeles Lakers \u2014 a person whom friends would seek out when they needed someone to talk to.<\/p>\n\n\n\n<p>For this story, Searchlight spoke to six people with direct knowledge of the circumstances of Jaydun\u2019s death. Most of them asked not to be named because they were not authorized to speak with the media, or because of sensitivities related to the case.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201cHe was always building us up, like helping us all,\u201d said Jacie, a friend of Jaydun\u2019s. \u201cHearing that he\u2019s gone, it just like broke us, and it took a piece out of us.\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>In an email, CYFD communications director Andrew Skobinsky wrote that the department could not comment because of confidentiality laws. \u201cWe are only authorized to release information when it is determined that abuse or neglect caused a child\u2019s death,\u201d he wrote. \u201cAccordingly, no further information can be provided.\u201d<\/p>\n\n\n\n<p>Jaydun\u2019s death comes after years of promises by CYFD to stop housing its foster youth in group settings and to provide them adequate mental health care \u2014 promises that were made as part of the 2020 settlement of a class action lawsuit that claimed the state\u2019s child welfare system was \u201clocking New Mexico\u2019s foster children into a vicious cycle of declining physical, mental and behavioral health.\u201d<\/p>\n\n\n\n<p>Now, half a decade later, CYFD has failed year after year to meet its commitments to those promises, according to independent <a href=\"https:\/\/kevinssettlement.com\/monitoring-implementation\/\">monitors.<\/a><\/p>\n\n\n\n<p>Instead, it has housed children with serious mental and behavioral health needs in youth <a href=\"https:\/\/searchlightnm.org\/police-intervene-foster-kids-in-crisis-new-mexico-homeless-shelters\/\">homeless shelters<\/a> and its office buildings, where they have been <a href=\"https:\/\/searchlightnm.org\/ten-year-old-foster-child-allegedly-sexually-assaulted-by-foster-teen-at-cyfd-office-building-in-albuquerque\/\">sexually assaulted<\/a>, <a href=\"https:\/\/searchlightnm.org\/threatened-and-restrained\/\">injured by armed guards<\/a> and exposed to fentanyl and other drugs.<\/p>\n\n\n\n<p>\u201cWhen I go visit a client who is living in these settings, I see their mental health declining sharply,\u201d said Sara Crecca, an Albuquerque-based youth attorney who was co-counsel for the plaintiffs of the class action suit.<\/p>\n\n\n\n<p>Amid mounting criticism from attorneys, legislators and advocates, CYFD in June 2024 began moving youth from its office complex to a <a href=\"https:\/\/www.cyfd.nm.gov\/2024\/06\/14\/cyfd-amikids-welcome-first-youth-to-new-foster-care-multi-service-home\/\">new building<\/a>: a former Albuquerque halfway house built for girls transitioning out of juvenile detention.<\/p>\n\n\n\n<p>It was in that building that Jaydun died last weekend, discovered in the bathroom by his roommate, another teenage boy.<\/p>\n\n\n\n<p>The death in itself is beyond tragic, friends and attorneys say \u2014 a loss made all the more painful by the fact that CYFD had continued to house Jaydun and other youth in congregate care despite barrages of warnings that such housing was a \u201c<a href=\"https:\/\/www.documentcloud.org\/documents\/25899638-1-26-2024-follow-up-from-co-neutrals-site-visit\/\">clear and urgent safety risk for children<\/a>,\u201d particularly those who were suffering mental crises, with staffing shortages sometimes leaving kids with nowhere to turn.<\/p>\n\n\n\n<p>\u201cThey\u2019re supposed to be the one people that we trust, the ones that we go to when we have problems,\u201d Jacie said of CYFD. In the wake of Jaydun\u2019s death, nobody from the department had reached out to Jacie to offer therapy or counseling, she said.<\/p>\n\n\n\n<p>\u201cIf they really cared, they would be on top of getting us therapy. They would be on top of us having a home \u2014 a forever home, an actual home with parents\u2019 love \u2014 not removing us, not putting us in shelters, not putting us in the office. We\u2019re not getting that.\u201d<\/p>\n\n\n\n<p>Still, the events of last weekend felt unexpected to those close to Jaydun.<\/p>\n\n\n\n<p>\u201cCYFD had promised him a lot of support\u201d during the last year, a close acquaintance of his told Searchlight, asking that they not be named because of the sensitive nature of the case. \u201cHe seemed to be optimistic about his future.\u201d<\/p>\n\n\n\n<p><em>Correction: An earlier version of this story misstated Jaydun\u2019s age in relation to two of his siblings.
