{"id":44093,"date":"2024-01-23T09:30:44","date_gmt":"2024-01-23T16:30:44","guid":{"rendered":"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/?p=44093"},"modified":"2024-01-23T09:30:47","modified_gmt":"2024-01-23T16:30:47","slug":"even-higher-risks-for-the-southwest","status":"publish","type":"post","link":"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/even-higher-risks-for-the-southwest\/","title":{"rendered":"\u2018Even higher risks\u2019 for the Southwest"},"content":{"rendered":"\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button has-custom-font-size is-style-fill has-small-font-size\"><a class=\"wp-block-button__link has-white-color has-vivid-cyan-blue-background-color has-text-color has-background wp-element-button\" href=\"https:\/\/lp.constantcontactpages.com\/su\/woyxJ21\/ourland\">Subscribe to Our Land Weekly<\/a><\/div>\n<\/div>\n\n\n\n<div style=\"height:46px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><a style=\"color: #2638C4; font-weight: normal; text-decoration: underline; font-style: normal;\" href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2302480120#:~:text=In%20observations%2C%20specific%20humidity%20has,Clausius%E2%80%93Clapeyron%20scaling%20on%20average.\" target=\"_blank\" rel=\"noopener\">Last week, a study came out in the Proceedings of the National Academy of Sciences<\/a> showing that atmospheric moisture is not increasing as expected over arid and semi-arid regions as the planet warms.<br>\u00a0<p style=\"margin: 0;\"><\/p><a style=\"color: #2638C4; font-weight: normal; text-decoration: underline; font-style: normal;\" href=\"https:\/\/news.ucar.edu\/132936\/climate-change-isnt-producing-expected-increase-atmospheric-moisture-over-dry-regions\" target=\"_blank\" rel=\"noopener\">In a press statement,<\/a>  the National Center for Atmospheric Research, which is sponsored by the  National Science Foundation, also notes that the \u201cnew study showed that  while water vapor is increasing over humid regions of the world, it is  not rising as much as expected during the most arid months of the year.\u201d <\/p>\n\n\n\n<p>The authors found that water vapor declined over the Southwest U.S. during the forty-year study period of 1980 to 2020. And, the authors write: \u201cThis is contrary to all climate model simulations in which it rises at a rate close to theoretical expectations, even over dry regions. Given close links between water vapor and wildfire, ecosystem functioning, and temperature extremes, this issue must be resolved in order to provide credible climate projections for arid and semi-arid regions of the world.\u201d<\/p>\n\n\n\n<p>According to NCAR, \u201cThe study noted that the situation is leading to an increase in vapor pressure deficit, which is the difference between the amount of moisture that the atmosphere can hold and the amount that\u2019s actually in the air. When the deficit rises, it can act as a critical driver of wildfires and ecosystem stress.\u201d<\/p>\n\n\n\n<p>Need a take-home message? Michelle Lujan Grisham is asking New Mexico legislators to approve a half-billion-dollar investment in what\u2019s called a Strategic Water Supply. <\/strong>(Just to be clear, this is very different from the <a href=\"https:\/\/www.ose.state.nm.us\/ISC\/isc_SWR.php#:~:text=The%20Strategic%20Water%20Reserve%2C%20which,implement%20and%20administer%20the%20Reserve.\" target=\"_blank\" rel=\"noreferrer noopener\">Strategic Water Reserve<\/a>, which the Legislature created in 2005, or something like the <a href=\"https:\/\/www.abcwua.org\/wp-content\/uploads\/Your_Drinking_Water-PDFs\/Water_2120_Volume_III.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Water Resources Management Strategy<\/a> that the Albuquerque-Bernalillo County Water Authority released in 2016.)<\/p>\n\n\n\n<p>The proposed Strategic Water Supply is focused on water for industry. <a href=\"https:\/\/www.env.nm.gov\/wp-content\/uploads\/2024\/01\/2024-01-19-Strategic-Water-Supply-RFI-Final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">According to a state document soliciting information about products, services, and suppliers:<\/a> \u201cAs envisioned, the State of New Mexico will purchase treated brackish water and treated produced water under a contract agreement with individual vendors. Initially, the State of New Mexico will utilize the contract agreements with individual vendors to facilitate expanded industrial uses of the treated water. The State of New Mexico, in cooperation with the private sector, will ensure the demand for treated brackish water and treated produced water meets or exceeds the supply side of the treated brackish water and treated produced water to minimize water storage requirements.\u201d&nbsp;<\/p>\n\n\n\n<p>According to that document, the state\u2019s purchase of treated water from private companies is meant to benefit \u201cNew Mexico and the nation\u2019s transition to renewable energy by providing resources for water-intensive processes, such as creating clean hydrogen, storing energy produced by wind and solar, and manufacturing electric vehicles, microchips, solar panels, wind turbines, and other equipment critical to the energy transition.\u201d&nbsp;<\/p>\n\n\n\n<p>Until the proposal hit the legislature, I hadn\u2019t seen any explanatory reporting around the Strategic Water Supply; the investment of $500 million of New Mexico\u2019s public money in private industry; or how the reserve will benefit ecosystems, farmers, and cities into the future, though KUNM\u2019s Nash Jones interviewed Capital &amp; Main reporter Jerry Redfern last month. <a href=\"https:\/\/www.kunm.org\/2023-12-11\/much-is-still-unknown-about-the-govs-proposal-to-buy-treated-water-for-green-energy-projects\" target=\"_blank\" rel=\"noreferrer noopener\">In that conversation, the two talked about the project\u2019s uncertainties.&nbsp;<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/nmpoliticalreport.com\/nmleg\/opposition-forms-against-strategic-water-supply-proposal\/?mc_cid=ff493a990f&amp;mc_eid=0f2a8ea932\" target=\"_blank\" rel=\"noreferrer noopener\">Today, over at New Mexico Political Report, Hannah Grover<\/a> covers opposition to the governor\u2019s plans. Seventy percent said they most often use the term \u201cclimate change.\u201d And <a href=\"https:\/\/portal.knme.org\/video\/clean-water-rules-tatszv\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNM Emeritus Professor Cliff Dahm<\/a> added two others: \u201cI currently use global change most commonly in my professional life. There are occasions where I prefer different descriptors. For example, I find utility in using a descriptor like climate whiplash to describe extreme climate variability that is more prevalent currently.\u201d<\/p>\n\n\n\n<p>There are a lot of different reasons why people use different terms. As a journalist, I\u2019m always trying to convey information accurately and easily to the public, so I appreciated this answer from retired <a href=\"https:\/\/portal.knme.org\/video\/three-degrees-higher-and-rising-wsutfq\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNM Professor David Gutzler<\/a>:<\/p>\n\n\n\n<p>\u201cYour first two choices [climate change and global warming] describe what&#8217;s happening in nature\u2014what I see in the data. There&#8217;s been some silly manufactured \u201ccontroversy\u201d over whether scientists should use, or formerly used, global warming (which doesn&#8217;t cover the full range of changes) vs. climate change (which includes natural variability as well as the changes forced by human activity). But folks I know in the climatology research community tend to use these terms interchangeably in conversation without making much fuss about using one vs. the other. Crisis\/breakdown\/chaos seem to me to refer to perceptions of the socioeconomic effects of ongoing anthropogenic climate change. As a humble (retired) scientist those characterizations take place above my pay grade.\u201d<\/p>\n\n\n\n<p>So, for now, I\u2019m going to keep using the phrase \u201cclimate change\u201d while continuing to report on how a warming climate affects pretty much every aspect of our lives.&nbsp;<\/p>\n\n\n\n<div style=\"height:46px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><em>P.S.
