We talked about how people often claim that environmental regulations harm economic development\u2014though the history of environmental protections and economic growth in the United States doesn\u2019t support that position.<\/p>\n\n\n\n<p>I&#8217;ve known Jantz for a pretty long time. We first met when I was assistant editor at <em>High Country News<\/em> and he was working with the Navajo Nation to ban uranium mining from within the reservation. <a href=\"https:\/\/www.hcn.org\/issues\/300\/15578\" target=\"_blank\" rel=\"noreferrer noopener\">Back then, Jantz didn\u2019t mince words, telling me:<\/a> &#8220;I don\u2019t think the [Nuclear Regulatory Commission] cares whether the Navajo Nation has said no to uranium mining or not. I\u2019m not sure that the NRC takes its trust responsibility, as a federal agency, very seriously.&#8221;<\/p>\n\n\n\n<p>Jantz is still working with communities who have to deal with polluting industries. And he still doesn\u2019t beat around the bush.<\/p>\n\n\n\n<p>As I\u2019ve mentioned before, city lawmakers passed two bills from Council Dan Lewis; one abolished the Albuquerque-Bernalillo Air Quality Control Board, a joint board of Albuquerque and Bernalillo County, and the other set a moratorium on new air quality regulations until next February.<\/p>\n\n\n\n<p>\u201cThese bills are specifically targeting a particular rulemaking,\u201d Jantz said. \u201cMy suspicion is, they\u2019ve been told that the [proposed Health, Environment and Equity Impact rule] will completely shut down economic development in Bernalillo County, [and] that\u2019s nonsense.\u201d&nbsp;<\/p>\n\n\n\n<p>He continued: \u201cIt really comes down to profits over people. And I\u2019m also hoping she\u2019s healthy and finding enough to eat&#8230;as a pack animal, she can\u2019t take down an elk on her own, after all.) Last week, <a href=\"https:\/\/apnews.com\/article\/endangered-mexican-gray-wolf-wildlife-3ac471d05b0d2538c231b6f24681bb54\" target=\"_blank\" rel=\"noreferrer noopener\">Susan Montoya Bryan at the Associated Press<\/a> reported that there aren\u2019t immediate plans to capture her.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, the U.S. Fish and Wildlife Service <a href=\"https:\/\/public-inspection.federalregister.gov\/2023-24514.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">has finalized the rule establishing<\/a> what\u2019s called a \u201cnonessential experimental population\u201d of the gray wolf in Colorado. The new rule will become effective on December 8. <a href=\"https:\/\/www.gjsentinel.com\/news\/federal-wolf-rule-for-colorado-to-take-effect-dec-8\/article_ceb76ada-7d94-11ee-b303-5b17853f0d68.html\" target=\"_blank\" rel=\"noreferrer noopener\">According to Dennis Webb\u2019s story in the <\/a><a href=\"https:\/\/www.gjsentinel.com\/news\/federal-wolf-rule-for-colorado-to-take-effect-dec-8\/article_ceb76ada-7d94-11ee-b303-5b17853f0d68.html\" target=\"_blank\" rel=\"noreferrer noopener\">Grand Junction Daily Sentinel<\/a><a href=\"https:\/\/www.gjsentinel.com\/news\/federal-wolf-rule-for-colorado-to-take-effect-dec-8\/article_ceb76ada-7d94-11ee-b303-5b17853f0d68.html\" target=\"_blank\" rel=\"noreferrer noopener\">:<\/a><\/p>\n\n\n\n<p><em>\u201cThe wolf is federally listed as endangered in Colorado. The rule will loosen the federal protections provided to the species in the state, including by allowing killing of wolves in situations such as protection of livestock from wolf attacks.<\/em><\/p>\n\n\n\n<p><em>Colorado Parks and Wildlife is working to begin introducing wolves to the state by Dec. 31 based on language approved by state voters in 2020 in passing a ballot measure requiring wolf reintroduction. The Parks and Wildlife Commission has approved a reintroduction plan including provisions for allowing killing of wolves in some circumstances, such as to defend livestock, if the federal government allows it, and the state agency was hopeful of seeing the federal rule adopted before the end of the year.<\/em><\/p>\n\n\n\n<p><em>The state Legislature had passed a bill that would have prohibited Parks and Wildlife from releasing wolves into the state until the federal rule was in place, even if that meant delaying reintroduction beyond Dec. 31, but Gov. You can watch the trailer, the first episode, and the coming episodes on <a href=\"https:\/\/www.youtube.com\/@pbsvoices\" target=\"_blank\" rel=\"noreferrer noopener\">YouTube<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>As most of you know already, the federal government released the <\/strong><a href=\"https:\/\/nca2023.globalchange.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fifth National Climate Assessment last week<\/a><strong>.<\/strong> You can read through it yourself or find useful coverage in places like <a href=\"https:\/\/insideclimatenews.org\/news\/16112023\/fifth-national-climate-assessment-regional-impacts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Inside Climate News<\/a> and <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2023\/11\/14\/national-climate-assessment-impacts-warming\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Washington Post<\/a>.&nbsp;<\/p>\n\n\n\n<p>I haven\u2019t read the entire report, <a href=\"https:\/\/nca2023.globalchange.gov\/chapter\/28\/\" target=\"_blank\" rel=\"noreferrer noopener\">but I did read the Southwest chapter<\/a>. And I\u2019d like to share a few important points with all of you. Four of the chapter\u2019s key messages are particularly relevant to New Mexicans, including:&nbsp;<\/p>\n\n\n\n<p>\u2022 Drought and Increasing Aridity Threaten Water Resources,&nbsp;<\/p>\n\n\n\n<p>\u2022 Increasing Challenges Confront Food and Fiber Production in the Southwest,&nbsp;<\/p>\n\n\n\n<p>\u2022 Climate Change Compromises Human Health and Reshapes Demographics, and&nbsp;<\/p>\n\n\n\n<p>\u2022 Changes in Wildfire Patterns Pose Challenges for Southwest Residents and Ecosystems<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"650\" src=\"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-1024x650.jpg\" alt=\"The impact of climate change on agriculture in the U.S. and its relationship to water availability.\" class=\"wp-image-43779\" srcset=\"https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-1024x650.jpg 1024w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-300x190.jpg 300w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-1536x974.jpg 1536w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-2048x1299.jpg 2048w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-24x15.jpg 24w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-36x23.jpg 36w, https:\/\/www.newmexicopbs.org\/productions\/newmexicoinfocus\/wp-content\/uploads\/2023\/11\/figure28_6-48x30.jpg 48w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Within the assessment, authors describe the evidence for changes and challenges, explain any uncertainties or research gaps, and describe what they mean by \u201cconfidence\u201d and \u201clikelihood.\u201d Each section also includes adaptation solutions. And, for the first time, the national assessment also includes art. <a href=\"https:\/\/nca2023.globalchange.gov\/art-climate\/\" target=\"_blank\" rel=\"noreferrer noopener\">To check out the Art x Climate Gallery, which includes art from across the United States, head on over to the website.<\/a><\/p>\n\n\n\n<p>Even a quick read through sections of the report illustrates how interconnected all the challenges are\u2014and emphasizes that climate change is an issue each of us needs to consider, whether you\u2019re interested in the environment, public health, or the economy.&nbsp;<\/p>\n\n\n\n<p><strong>Unfortunately, as the United Nations reported Monday, countries (including, of course, the United States) are lagging in necessary emissions cuts.<\/strong>&nbsp;<\/p>\n\n\n\n<p>If you remember, under the 2015 Paris Agreement, countries agreed to cuts that would limit planet-wide warming to 1.5 degrees Celsius.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2023\" target=\"_blank\" rel=\"noreferrer noopener\">According to the UN report<\/a>:<\/p>\n\n\n\n<p><em>\u201cThe report finds that there has been progress since the Paris Agreement was signed in 2015. Greenhouse gas emissions in 2030, based on policies in place, were projected to increase by 16 per cent at the time of the agreement\u2019s adoption. Today, the projected increase is 3 per cent. However, predicted 2030 greenhouse gas emissions still must fall by 28 per cent for the Paris Agreement 2\u00b0C pathway and 42 per cent for the 1.5\u00b0C pathway.&nbsp;<\/em><\/p>\n\n\n\n<p><em>As things stand, fully implementing unconditional Nationally Determined Contributions (NDCs) made under the Paris Agreement would put the world on track for limiting temperature rise to 2.9\u00b0C above pre-industrial levels this century. Fully implementing conditional NDCs would lower this to 2.5\u00b0C.\u201d<\/em><\/p>\n\n\n\n<p><a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/climate-track-warm-by-nearly-3c-without-greater-ambition-un-report-2023-11-20\/\" target=\"_blank\" rel=\"noreferrer noopener\">As Gloria Dickie reported for Reuters:<\/a><\/p>\n\n\n\n<p><em>\u201cAt 3C of warming, scientists predict the world could pass several catastrophic points of no return, from the runaway melting of ice sheets to the Amazon rainforest drying out.<\/em><\/p>\n\n\n\n<p><em>\u2018Present trends are racing our planet down a dead-end 3C temperature rise,\u2019 said U.N. Secretary-General Antonio Guterres. \u2018The emissions gap is more like an emissions canyon.\u2019\u201d<\/em><\/p>\n\n\n\n<p>And so, I\u2019m reminded of what Eric Jantz said of our local air pollution problems, because it applies more broadly to what\u2019s happening with the emissions gap, as well: \u201cIt really comes down to profits over people. Squeezing the last little bit of profit out of every operation, I think, for some people matters more than the common good of being able to protect people\u2019s health.\u201d<\/p>\n\n\n\n<div style=\"height:46px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><em>P.S.
