The first order of business each year is of course the budget (<a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=H&amp;LegType=B&amp;LegNo=2&amp;year=21\" rel=\"noreferrer noopener\" target=\"_blank\">HB 2<\/a>), and that seems to be nearing the finish line with just three and a half days left to go. Also, lawmakers in the House yesterday unanimously approved a Capital Outlay package (<a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=H&amp;LegType=B&amp;LegNo=285&amp;year=21\" rel=\"noreferrer noopener\" target=\"_blank\">HB 285<\/a>). Now it&#8217;s up to the Senate to pick up the baton.&nbsp;<\/p>\n\n\n\n<p>A measure to tap more money from the Land Grant Permanent Fund is also&nbsp;<a href=\"https:\/\/www.santafenewmexican.com\/news\/legislature\/early-education-funding-measure-approved-by-senate-finance-committee\/article_ceeab988-859b-11eb-82c1-931075a801e4.html\" rel=\"noreferrer noopener\" target=\"_blank\">moving forward<\/a>&nbsp;to the full Senate, after a historic vote in the Senate Judiciary Committee yesterday. A staple of recent legislative sessions, the measure has never made it this far before. All that stands between it and the Governor&#8217;s desk is a full Senate vote. If all of that happens, it would still end up n the November 2022 ballot for voters to ultimately decide.&nbsp;<\/p>\n\n\n\n<p>Also in today&#8217;s YNMG update:<\/p>\n\n\n\n<p>*Progress on HB 20 which would require private employees earn paid sick leave. It\u00a0<a href=\"https:\/\/www.abqjournal.com\/2370263\/paid-sick-leave-bill-amended-to-include-government-workers.html\" rel=\"noreferrer noopener\" target=\"_blank\">passed out of Senate Judiciary<\/a>\u00a0yesterday with changes and is now also headed to the full Senate for consideration.\u00a0 <\/p>\n\n\n\n<p>*HB 4, the Civil Rights Bill, is also\u00a0<a href=\"https:\/\/nmpoliticalreport.com\/2021\/03\/17\/civil-rights-bill-passes-senate-but-must-return-to-house\/\" rel=\"noreferrer noopener\" target=\"_blank\">nearing the finish line<\/a>. It passed the full Senate yesterday on a 26-15 vote. The House still needs to approve changes, otherwise a conference committee will face that task. HB 4 would remove the qualified immunity defense in lawsuits where people claim police or other public agencies violated their civil rights.
