Front and center in many of the Black Lives Matter protests has been a call for police reform, especially in Albuquerque, where the police department is in year 6 of a Court Approved Settlement Agreement with the Department of Justice. The Independent Monitor overseeing that agreement recently issued his 11th report on the city\u2019s reform progress.
