Susana Martinez will give the final State of the State address of her second term on Tuesday, Jan. 16, at the start of the legislative session. She\u2019ll likely be framing her legacy as someone who\u2019s been <\/span><a href=\"http:\/\/www.santafenewmexican.com\/news\/local_news\/gov-martinez-s-uncertain-legacy\/article_178d4543-bcbe-5f6c-84a0-85866333c0d7.html\"><span style=\"font-weight: 400;\">tough on crime<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gov. Martinez \u00a0laid out her priorities in advance of the session and will likely highlight crime, education and the economy in her speech. <\/span><a href=\"https:\/\/www.abqjournal.com\/1115072\/governor-proposes-4-rise-in-spending-ambitious-agenda.html\"><span style=\"font-weight: 400;\">She\u2019s calling for<\/span><\/a><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> A three-strikes law for violent offenders\u2014three convictions would mean a life sentence<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> A fix for what she calls a \u201ccatch-and-release\u201d system for criminals<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> The death penalty for people convicted of killing law enforcement officers or children<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Stiffer penalties for drunk drivers, carjackers, child abusers and people who attack CYFD workers<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Legal immunity for police officers facing excessive use of force allegations<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Background checks for school workers<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Limitations on administrative spending in public schools<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Bonus pay for highly rated teachers, plus a 2 percent raise across the board<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Early intervention for kids who can\u2019t read<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> More funding for child protective services and child care assistance<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> An overhaul of New Mexico\u2019s gross receipts tax code<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> A small pay raise (1 percent) for state employees<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> A $38 million boost in state spending on Medicaid <\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In many of the governor\u2019s past \u00a0State of the State addresses, she called for a business friendly environment and reduction in state spending. Last year, she touted new private sector jobs and diversifying the economy to reduce a reliance on oil and gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2017, she also focused on child abuse resulting in death, and pushed for the same \u201cthree-strikes\u201d law she\u2019s has proposed again this year. The same death penalty position appears in her previous speeches, including her very first one.
